Rockingham County Rental Market Overview

Rockingham County is the Shenandoah Valley’s agricultural powerhouse and Virginia’s leading poultry-producing county, home to approximately 82,000 residents in a broad county surrounding (but not including) the independent City of Harrisonburg. The county anchors Virginia’s Shenandoah Valley agricultural economy with major poultry processing operations (Cargill, Pilgrim’s Pride), food manufacturing, and a significant Spanish-speaking agricultural workforce. Meanwhile, Harrisonburg hosts James Madison University, creating enormous rental demand that radiates well into the county. The county’s six incorporated towns — Broadway, Bridgewater, Dayton, Elkton, Grottoes, and Timberville — provide community anchors across the rural landscape.

Year-round residential rents run $950–$1,350/month. The GDC at 53 Court Square in Harrisonburg serves both Rockingham County and Harrisonburg City (separate dockets). All unlawful detainer returns run every Tuesday at 1:00 p.m. — the most frequent UD schedule in the region. Civil continuances are by Judge only; traffic/criminal first continuance by Clerk.

⚠️ Watch Out

Virginia requires 5-day written pay-or-quit notice (§55.1-1245(F)). No statutory grace period, but rent must be 5 days late before late fees apply (§55.1-1204.1). Tenant can redeem tenancy by paying all rent, late fees, attorney fees, and court costs on or before the court return date (§55.1-1250). Tenant may also present a "redemption tender" - a written commitment from a government or nonprofit entity to pay within 10 days of return date. Late fee cap: 10% of periodic rent. The Eviction Diversion Program was renewed and expanded in 2025, allowing qualifying lower-income tenants to be placed on court-ordered payment plans.

📝 Virginia Eviction Process (Overview)

  1. Serve the required notice based on the eviction reason (nonpayment or lease violation).
  2. Wait for the notice period to expire. If tenant cures the issue (where allowed), the process stops.
  3. File an eviction case with the General District Court. Pay the filing fee (~$58).
  4. Tenant is served with a summons and has the opportunity to respond.
  5. Attend the court hearing and present your case.
  6. If you prevail, obtain a writ of possession from the court.
  7. Law enforcement executes the writ and removes the tenant if necessary.

Rockingham County Virginia Landlord-Tenant Law: Shenandoah Valley Agricultural Hub Guide

Rockingham County holds a dual economic identity that makes it one of Virginia’s most interesting counties for landlords. It is simultaneously Virginia’s leading poultry-producing county — an agricultural engine whose processing plants and farms employ thousands of workers — and the county surrounding James Madison University’s home city of Harrisonburg, one of Virginia’s fastest-growing cities. These two forces create a remarkably diverse tenant base.

The Poultry Industry and the Rockingham Rental Market

Cargill Turkey Products, Pilgrim’s Pride, and associated processing, feed, and logistics operations employ thousands of workers in and around the county. These workers form a significant segment of the rental market in Broadway, Bridgewater, Timberville, Elkton, and unincorporated areas. Pay stubs and employment verification from processors are generally straightforward. The challenge for landlords is verifying income stability during maintenance periods, seasonal slowdowns, or workforce transitions. Bridgewater College employees and Rockingham County school and government workers provide a stable secondary tier. Year-round residential rents run $950–$1,350/month, with proximity to Harrisonburg commanding premiums.

The Harrisonburg/Rockingham GDC: Weekly Tuesdays and Judge-Only Civil Continuances

Harrisonburg/Rockingham General District Court, 26th Judicial District, at 53 Court Square Room 132, runs the most accessible UD schedule in the Shenandoah Valley: all unlawful detainer returns every Tuesday at 1:00 p.m. The civil day progresses through attorney returns (9:00 a.m.), business/private debt (10:00 a.m.), brief motions (11:00 a.m.), and UD returns (1:00 p.m.). A landlord who serves a 5-day notice and files promptly can have their case on the next Tuesday’s docket, making this one of Virginia’s fastest non-urban UD pipelines.

However, the civil continuance policy is the strictest in the valley: all civil continuances by Judge only — no Clerk first continuance. If you need to continue a Tuesday UD, contact the Civil Division at (540) 564-3138 before the hearing to request the Judge’s approval. Traffic and criminal first continuances go to the Clerk; civil does not. Garnishments run 1st, 3rd, 4th & 5th Fridays at 8:30 a.m. Small claims on 1st Mondays at 9:00 a.m. Clerk Teresa Lynn Brown: (540) 564-3130. Blue Ridge Legal Services (Harrisonburg): (540) 433-2889.
