Wayne County is one of Missouri’s oldest and most storied counties — organized December 11, 1818 by the last Missouri Territorial Legislature, predating Missouri statehood itself by nearly three years. Named for General “Mad” Anthony Wayne, the celebrated Revolutionary War commander whose tactics at the Battle of Fallen Timbers secured the Northwest Territory, the county covers 760 square miles of the Ozark foothills in southeastern Missouri. With a 2020 census population of 10,974 and a 100% rural designation, the county’s commercial hub is Piedmont (approximately 2,200 residents) rather than the county seat of Greenville (approximately 563), which sits on the shores of Lake Wappapello.
Lake Wappapello and the Drowned Town of Greenville
One of Wayne County’s most compelling historical facts is that the current town of Greenville is not the original Greenville. The original county seat, established on the St. Francis River and known as Cedar Cabin when Wayne County was formed, had grown to about 1,000 residents by 1900. In 1941, the U.S. Army Corps of Engineers completed the Wappapello Dam, creating Lake Wappapello — and requiring the complete relocation of the town. The original Greenville now rests under the lake’s waters. The new Greenville was built on higher ground and today serves as the county seat with a population of only about 563. Lake Wappapello itself, a 7,200-acre reservoir with 158 miles of shoreline, has become a recreational asset that draws anglers, boaters, and campers from across the region and creates modest vacation rental and short-term rental demand in the surrounding area.
The UFO Capital of Missouri
On August 28, 2023, Wayne County and the city of Piedmont received the official designation as the UFO Capital of Missouri, recognizing the county’s long history of reported UFO sightings in the Ozark hills. While the designation is part of a tourism promotion effort, it reflects the county’s genuine reputation — developed over decades of reported sightings along the Current River corridor and the St. Francis River valley — and has generated modest but real visitor interest. Landlords managing short-term or vacation rental properties near Piedmont may benefit from this tourism angle during peak summer and fall seasons.
Poverty and the Rural Rental Market
Wayne County’s poverty rate of approximately 23% places it among the more economically challenged counties in Missouri. The economic base is limited: timber, small-scale agriculture, retail and service employment in Piedmont, some healthcare employment, and recreation-related businesses along Lake Wappapello. Apply the three-times-monthly-rent income standard consistently and accept documentation from all lawful income sources. For rural properties with private well and septic systems — which describes most of the county — conduct thorough pre-lease inspections and disclose any known system limitations in the lease. Pre-1978 construction requires federal lead paint disclosure.

Hours: Monday through Friday, 8:30 a.m. to 4:30 p.m. — note this courthouse opens at 8:30 a.m., a half-hour later than most Missouri circuit clerks. Plan courthouse visits accordingly. All cases must be e-filed per the 42nd Circuit’s June 2016 administrative order. The 42nd Circuit also serves Dent County; Wayne County matters file in Greenville. Missouri’s eviction procedure applies uniformly: for nonpayment, serve a written demand for rent; for lease violations, a 10-day notice to quit is required under RSMo Chapter 441. LLCs and business entities must retain a licensed Missouri attorney. Security deposits: no cap; return with itemized statement within 30 days of move-out per RSMo §535.300.
